In 2003 Chile accepted a proposal from India to negotiate a Partial Scope Agreement (PSA). Initial work began in 2004, and in that year draft texts were prepared. On 20 January 2005, Chile and India signed a Framework Agreement to Promote Economic Cooperation, aimed at promoting the expansion of trade and providing the conditions and mechanisms for the negotiation of a free trade agreement, and the launch of negotiations towards a limited scope Preferential Trade Agreement (PTA) in 2005 were announced. The Parties also agreed to establish a Joint Study Group to make recommendations regarding moving towards a Free Trade Agreement or a Comprehensive Economic Cooperation Agreement, if such an arrangement were found to be feasible.
After four rounds of negotiations Chile and India concluded a Preferential Trade Agreement on 23 November 2005. The Chile-India partial scope agreement was signed on 08 March 2006.
On 17 April 2007 the Chilean Senate approved the Chile-India Partial Scope Agreement. The agreement came into force on August 17, 2007.
