On 31 May 1999, in Ottawa, Canada, the countries of the Andean Community -- Bolivia, Colombia, Ecuador, Peru and Venezuela -- signed a Trade and Investment Cooperation Agreement (TICA) with the Government of Canada.

On 7 August 2002, the Government of Canada announced the intention to begin preliminary talks with the members of the Andean Community on a possible free trade agreement. Canada, Colombia and Peru announced the launch of negotiations towards a free trade agreement on 7 June 2007. On 26 January 2008, after three rounds of negotiations, Canada and Peru concluded their FTA.

On 29 May 2008, Canada and Peru sign a free trade agreement after ten months of negotiations.

In March 2009, the Government of Canada introduced legislation to implement the Canada-Peru and the Canada-Colombia Free Trade, Labour Cooperation and Environment Agreements in the House of Commons.

On 18 June 2009, the Government of Canada announced that legislation to implement Canada’s free trade agreement with Peru had been adopted by the Parliament and received Royal Assent. The Government also announced that it would work to have its FTA with Peru, including parallel agreements on labour co-operation and environment, implemented by as early as July 1^st.

The Free Trade Agreement (FTA) between Canada and Peru came into force on August 1^st, 2009.
